There are still challenges in the consumption of renewable energy and electricit

In the first three quarters of this year, the situation of abandoning water, wind and light in the whole country has improved, and the overall consumption level of renewable energy and electricity has gradually increased.  However, winter is the most difficult period for wind power and photovoltaic power generation to be absorbed and utilized, and some areas are facing pressure to abandon wind and light and rebound.  At the same time, due to the heavy inflow of water and extreme weather at the end of the flood season, hydropower stations in Sichuan, Yunnan and Guangxi are still under great pressure to absorb water. It is still facing great challenges to effectively relieve the situation of abandoned water, wind and light all year round.


Increase local absorption efforts

Since the beginning of this year, various localities and power grid enterprises have stepped up their efforts to take various measures to expand the supply of renewable energy and electricity, and have achieved certain results.  According to data released recently by the State Energy Administration, in the first three quarters of this year, the amount of abandoned water and electricity in the whole country decreased by 3.5 billion kilowatt hours year on year, and the utilization rate of hydropower and water energy in southwest China increased by about 2 percentage points year on year.  Abandoned wind power decreased by 10.3 billion kilowatt hours year on year, and the abandoned wind rate decreased by 6.7 percentage points year on year.  The amount of abandoned light increased by 1.4 billion kilowatt-hours year-on-year, and the rate of abandoned light decreased by 4 percentage points year-on-year.
However, in order to achieve a "double drop" in the amount and rate of waste electricity from renewable energy sources, energy management departments at all levels and power grid enterprises still need to take effective measures to push forward.
In terms of increasing the local absorption of renewable energy, the State Energy Administration requires Xinjiang, Gansu, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Hebei and other places to expand the scale of wind power clean heating as soon as possible in combination with the clean heating work in the northern region, and to realize wind power heating in line with the clean and low-carbon development direction by conducting electricity market transactions with electricity heating enterprises and various electricity heating users.  Relevant provincial energy management departments should guide local governments to organize wind power and electric heating enterprises and establish a wind power and heating cooperation mechanism with the support of power grid enterprises and electric power trading institutions.  Xinjiang, Gansu, Inner Mongolia and other areas with severe power rationing should urge self-owned power plant enterprises to participate in the peak shaving operation of the system, absorb renewable energy, and expand their self-owned power plants to absorb renewable energy through legal and compliant direct electricity trading or replacement power generation.  Sichuan, Yunnan and Guangxi should promote the substitution of local electric energy through various ways to enhance the local capacity to absorb renewable energy.


Expand cross-border transactions

In terms of expanding the transmission of renewable energy power and trans-provincial and trans-regional transactions, the State Energy Administration stressed that regional power grids should strengthen inter-provincial mutual aid and inter-provincial standby sharing, unify the use of regional peaking resources, and jointly absorb renewable energy power.  Power grid enterprises should tap the transmission capacity of trans-provincial and trans-regional transmission channels such as Hami-Zhengzhou, Ningxia-Zhejiang, Jiuquan-Hunan, and give priority to the transmission of renewable energy power.  Relevant energy regulatory agencies should monitor and evaluate the proportion of renewable energy in trans-provincial and trans-regional power transmission channels on an annual basis.  State Grid Corporation, China Southern Power Grid Corporation, Inner Mongolia Electric Power Corporation and others shall, in conjunction with electricity trading agencies, expand inter-provincial and inter-regional spot electricity trading to absorb renewable energy.  Local governments and power grid enterprises in the eastern and central regions that have the capacity to absorb renewable energy power should combine the reduction of coal consumption in the region with the input of renewable energy power from outside the absorption region. They should actively interface with regional governments and power grid enterprises at the transmission end of trans-provincial and trans-regional power transmission channels, and give priority to expanding the utilization of renewable energy in the electricity market space vacated in the region.
In addition, a linkage mechanism should be established between electricity consumption of renewable energy and new projects.  All localities should take effective measures to increase efforts to absorb renewable energy in winter, and strive to achieve a "double drop" in the amount and rate of waste electricity generated by wind power and photovoltaic power generation this year.  Areas with red warning results should greatly reduce the power rejection rate of wind power and photovoltaic power generation, and strive to withdraw from the red limit as soon as possible.  Areas with green warning results should ensure that the electricity rejection rate of wind power and photovoltaic power generation does not increase;  To speed up the establishment of early warning mechanism for hydropower investment.  In areas where the wind abandonment rate and light abandonment rate exceed 5% this year, as compared with the previous year, the wind abandonment rate and light abandonment rate have increased by a large margin. In 2018, according to the situation, the annual construction scale of new wind power and photovoltaic power generation in the area will be reduced, and the construction will be suspended and postponed.
