The issuance of the Guiding Opinions aims at these problems, defines the important application value of energy storage in smart grid, energy system with high proportion of renewable energy and energy Internet, and puts forward the development goals and key tasks of energy storage technology and industry in China in the future.
"In the next 10 years, relevant work will be carried out in two stages. The first stage is to realize the transition of energy storage from research and development demonstration to the initial stage of commercialization. For this reason, the Guiding Opinions clearly propose to strengthen the coordinated connection between the power system reform and the energy storage development market mechanism, accelerate the construction of the power market, establish a market-oriented trading mechanism and price formation mechanism for flexible resources such as energy storage, stimulate market vitality and promote the commercial development of energy storage in China.
"Compared with subsidies for energy storage and short-term large-scale cost reduction, the construction of a fair and open electricity market can not only avoid market distortion and deception caused by subsidies, but also truly cultivate the theme of energy storage market and ensure the healthy and orderly growth of China's energy storage industry." Gao Feng also said, "There is no special mention of subsidies in the Guiding Opinions, but rather a mechanism to promote industrial development. This is a particularly good point. In the future, participating in electricity trading market, auxiliary service market, capacity market and demand response bidding are all important directions for energy storage to find prices and obtain value compensation.

"Now all communication base stations are equipped with UPS (uninterruptible power supply), which is actually an energy storage. We now have a large number of communication base stations, building control stations and substations. These distributed energy storage systems already exist and have been shared by users. "The UPS of each communication base station has 40 kilowatt-hours of electricity for the smallest battery. Beijing Telecom has 30,000 base stations in Beijing, totaling 1.2 million kilowatt-hours of electricity. If you add mobile and Unicom base stations, there will be more stock.
