Recently, the marketing department of the State Grid Corporation of China issued a "Notice on Further Promoting and Applying" Photovoltaic Cloud Network "and" Electric E-Bao "to push forward" Photovoltaic Cloud Network ".Customers can choose to handle distributed photovoltaic grid-connected business through" Photovoltaic Cloud Network ".  Customers can choose to settle their electricity bills and receive subsidies through "photovoltaic cloud network".




Description of Distributed Photovoltaic Online Service Process (Trial)
 
According to the company's "internet plus" marketing service arrangement, "State Grid Distributed Photovoltaic Cloud Network" (hereinafter referred to as "PV Cloud Network") has been put into operation in April 2017.  In order to accelerate the deepening application of "photovoltaic cloud network" and realize distributed photovoltaic online service, the marketing department of the national network organized some provincial companies and e-commerce companies to sort out the process and work requirements of distributed photovoltaic online service.  The relevant information is described below.
 
I. Distributed Photovoltaic Online Grid-connected Service Process
 
Customers can choose to handle distributed photovoltaic grid-connected business through "photovoltaic cloud network".  "Photovoltaic Cloud Network" provides customers with online services such as distributed photovoltaic online grid connection application, reply and confirmation of access system scheme, reply of design review opinions, application for grid connection acceptance and commissioning, signing of power purchase and sales contracts (low voltage resident customers), etc. to meet customers' online application, progress inquiry, service evaluation, etc.  (See Figure 1 for the specific process)
 
1. Pre-acceptance of online applications.  Customers can fill in and submit the APPlication for distributed photovoltaic grid connection through app-side "guang e Bao" or PC-side "Guo Wang Shang cheng photovoltaic cloud area", and upload the application materials (photos or scanned copies) in accordance with the notice on management rules of distributed power grid connection service (state grid marketing [2014] No.174).  When a customer goes to the business hall to apply for grid connection, the business personnel assist the customer to submit the grid connection application through the "photovoltaic cloud network".
 
2. The customer applies for confirmation.  "Photovoltaic Cloud Network" synchronizes customer application data to the marketing business application system, and online business acceptance personnel review the accuracy and completeness of the data.  If the audit fails, "Photovoltaic Cloud Network" will inform the customer of the reason for failing the audit in the form of "Guange Bao" and short message, and prompt the customer to supplement and improve.
 
3. Business acceptance.  After the approval, the online business acceptance personnel will make an appointment with the customer for on-site service time, generate a formal work order, and directly distribute it to the corresponding team.  The marketing business application system synchronizes the service reservation to the "photovoltaic cloud network". The "photovoltaic cloud network" informs customers of the acceptance information of the grid connection application and the on-site service reservation time in the form of "optical E-treasure" and short messages.
 
4. Formulate the access system plan.  According to the appointment time with customers, the power supply company will carry out on-site survey, formulate the access system plan and organize the review.  Customers can inquire about the work progress in real time through "photovoltaic cloud network".
 
5. Reply to the access system plan.  The power supply company synchronizes the low-voltage residential customer access system plan to the "photovoltaic cloud network", which notifies the customer for confirmation in the form of "light e-treasure" and short messages.  Customers check the access system plan through "photovoltaic cloud network" and sign the access system plan in the form of electronic signature, etc.  "Photovoltaic Cloud Network" synchronizes customer confirmation to the marketing business application system.
 
After the customer confirms the access system plan, for 220/380 volt multi-point grid-connected distributed photovoltaic projects requiring design review and distributed photovoltaic projects of 10 kv and above, the "photovoltaic cloud network" informs the customer in the form of "light e-treasure" and short messages, etc. of the matters needing attention such as offline submission of design drawings and time limit for handling.  For distributed photovoltaic projects that do not require design review, "Photovoltaic Cloud Network" will inform customers in the form of "Guange Bao" and SMS, etc. of the information they need to submit during the grid-connected acceptance and commissioning, as well as matters needing attention such as the time limit for business processing.
 
6. Reply to design review comments.  The power supply company completes the design review within the specified time limit, synchronizes the review comments to the "photovoltaic cloud network" through the marketing business application system, and the customer confirms through the "photovoltaic cloud network".  If the review is passed, the "photovoltaic cloud network" reminds the customer to start the follow-up work such as construction and construction, as well as matters needing attention such as submission of materials and time limit for business handling during the grid connection acceptance and commissioning.  If the review fails, remind the customer to adjust the design and resubmit the design review application.
 
7. Install the electric energy meter.  After the power supply company completes the installation and dispatching, the "photovoltaic cloud network" will inform the customer of the installation time in the form of "light e-treasure" and short messages, and the customer can also inquire about the work progress in real time through the "photovoltaic cloud network".
 
8. Contract signing.  For the low-voltage single-point grid-connected distributed photovoltaic project, the power supply company drafts the power generation contract in the marketing business application system and pushes the customer to confirm through the "photovoltaic cloud network".  Customers can check the text of the contract through "photovoltaic cloud net" and sign the contract for confirmation by electronic signature.  For low-voltage multi-point grid-connected distributed photovoltaic and high-voltage distributed photovoltaic, power generation contracts and grid-connected dispatching agreements (high-voltage distributed photovoltaic) are signed offline.
 
9. Acceptance and commissioning of grid connection.  Customers can submit grid-connected acceptance and debugging applications through "photovoltaic cloud network".  After completing the installation of electric energy meters, signing contracts and agreements, the power supply company will review the application materials submitted by customers and organize the grid-connected acceptance and debugging of distributed photovoltaic projects.  The marketing business application system synchronizes the progress and results of grid-connected acceptance and debugging to "photovoltaic cloud network".  Customers can inquire about work progress and evaluate service quality through "photovoltaic cloud network".  After completion of grid connection, the power supply company shall establish customer information files, generate official customer numbers, and complete data archiving.
 
Second, the distributed photovoltaic grid electricity settlement and subsidy generation process
 
Customers can choose to settle their electricity bills and receive subsidies through "photovoltaic cloud network".  Customers enter the "e-treasure" on APP side or the "photovoltaic cloud area of guowang mall" on PC side, click "photovoltaic contract", select the region and fill in the power generation account number to sign the contract, and "photovoltaic cloud network" pushes information such as photovoltaic contract agreement number to the marketing business application system.  The marketing business application system synchronizes the electricity bill and the photovoltaic agreement number of "Diane E Bao" to the financial control system of the provincial company every month.  For contracted customers, after verifying the electricity bill and photovoltaic contract agreement number, the financial management and control system will pay the electricity bill payable in the current month and the subsidy funds to Huitong Jincai Company, which is affiliated to the State Grid E-commerce Company. At the same time, the financial management and control system will automatically send detailed data of photovoltaic contracted customers to "E-Bao" and "E-Bao" will uniformly settle the accounts with the contracted customers.  For non-contracted customers, direct payment shall be made to the bank account designated by the customer.
